TRIM is an interdisciplinary project that analyzes and develops the immigration system, focusing on the acquisition and utilization of expertise. The project examines the capacity of the Finnish immigration system to integrate individuals of foreign background—both those arriving from abroad and those already residing in Finland—into the Finnish educational system and labor market in an economically sustainable and equitable manner. Furthermore, the project implements developmental measures to enhance the system. To achieve these objectives, we focus on transitions and their facilitation. These transitions encompass both individual progress in studies and employment, as well as the institutional structures that either facilitate or hinder such movements.

In this context, the immigration system comprises both competence-based (e.g., work and study) and human rights-based (e.g., international protection and family) subsystems. In practice, transitions refer to career and educational pathways within these systems, or shifts from education or unemployment into the labor market between systems.

The research is conducted by analyzing transitions within and between competence-based and human rights-based migration systems. We investigate these transitions and the evolution of the immigration system from a performance perspective; specifically, how efficiently and equitably diverse individuals can develop and utilize their skills within the system, and how effectively the system generates value as the workforce becomes more international and diverse. Additionally, we examine the system’s adaptive capacity to develop these transitions by reforming its practices and structures. This involves analyzing political reforms and inter- or intra-organizational development processes. The project also designs and implements interventions to promote system development and produces technological and organizational solutions to improve systemic functions.

This consortium project is led by the University of Jyväskylä in collaboration with the Migration Institute of Finland, the Labor Institute for Economic Research LABORE, the VATT Institute for Economic Research, and VTT Technical Research Centre of Finland.

The research is funded by the Strategic Research Council (SRC), which operates within the Research Council of Finland | 2025–2028.
